Abstract

Indonesian Port have separate governance for government functions and business functions. For governance, the stipulation of Law No. 17 of 2008 pertaining to Shipping serves as the standard. The Central Government designated Batam as a Logistics Hub Port Area in 1980. The Logistics Hub Port  was changed to a Free Port by President Susilo Bambang Yudhoyono as a Free Trade Area and Free Port. Batam in 2007 legitimately acquired FTZ status in view of government regulations No. 46/2007.Writing this article aims to analyze how transparency in port governance on Batam Island after the enactment of Law No.17 2008 concerning Shipping. In port governance, some complexities occur at the central government level, including overlapping authority. Through descriptive analysis, this article applies qualitative research methods. This study's conclusion demonstrates that the port model on Batam Island does not accurately reflect the Free Port because of the repercussions of inconsistent Central Government policies regarding port management.
