Abstract

To comprehend the conceptual context of the argument, it is necessary to examine the evolution of non-proliferation initiatives and their relationship to the MECR. Consideration must also be given to the evolving debates on the membership of the Non-NPT NWS, as well as relevant theoretical perspectives. The MECR are currently facing obstacles in choosing a specific path to increase their effectiveness. In order to strengthen the commitment of existing members, they can enact more stringent internal guidelines and procedures. In addition, initiating efforts to increase the number of participating members will enhance the regime's role and effectiveness. This article will illuminate the theoretical and conceptual debate by illustrating the MECR's direction and focus. The study focuses on India, Pakistan, and Israel as case studies in the realm of Non-NPT Nuclear weapon States (Non-NPT NWS). The case of North Korea is beyond the scope of this study, which is limited to those nations that have never signed the Nuclear Non-Proliferation Treaty (NPT). To develop a criterion-based approach for the Non-NPT Nuclear Weapon States (NWS), it is necessary to examine the conceptual dynamics and theoretical perspectives that prevented the aforementioned states from joining the NPT. For the development of a unified, coherent strategy for dealing with Non-NPT NWS and NWSs, the MECR must expand its membership base, in particular by co-opting some secondary suppliers, thereby making the regime more inclusive. The article explains the essence of the Multilateral Export Control Regime (MECR), including its significance and the role it plays in the Nuclear Non-Proliferation Regime (NPR).
