Collaborative Governance on Registration and Publication of Population Administration in the Baduy Tribe, Kanekes Village

Abstract

Indonesia has more than 270 million inhabitants, but with the characteristics of a diverse society and accessibility that is still difficul to reach some areas, causing problem such as people who are vulnerable to population administration. In fact, population administration activites, including documents issued, have a big role and benefit for citizents of the country. One example of the problems found in Kanekes Village, Lebak Regency, Banten. The are is inhabidted by indigenous Baduy people, although the Outer Baduy are more open, but the documents related to ther population administration are not complete. This situation cannot be avoided by the government, based on Permendagri No.96/2016, it has become the government/s obligation to carry out the services. Although this activity is delegated to the local government, the problems have not been successfully resolved. Finally, with the research conducted using qualitative method, the researcher found that the government had collaborated to solve the existing problems. Collaborative governance is often used as a solution when the government is unable to solve existing public problem. However, tt’s not a penta helix collaboration in which academic, business, community, government, and media are involved. Of the 5 elements, the business has not been invoved but the other 4 elements have been involved and play a role according to their parts. This study also finds out how important the community element is in population administration services for vulnerable communities, especially from the approach, as well as academics whose role is to contribute their knowledge, Overall this collaboration is a success, with over then 2.000 documents released.
