Abstract

The significance of education in the advancement of a nation's social and economic status is paramount. Technical and Vocational Education and Training (TVET) is a significant contributor to the social, economic, and political advancement of a country, alongside its academic equivalent. This is due to the fact that TVET aids in the cultivation of a skilled workforce, promotes industrial productivity, and enhances overall quality of life. This study evaluates the implementation of competency-based curriculum of the 2-year Hotel and Restaurant Management (HRM) program in Surallah National Agricultural School (SUNAS), Philippines. With the ASEAN integration requiring the Philippines to produce globally competitive skilled workers, program evaluation is urgent. The study analyzes the implementation of four TVET programs embedded in HRM, namely: Bartending NC II, Food and Beverage Services NC II, Cookery NC II, and Housekeeping NC II, which have been in operation for a decade without prior evaluation. The study employed a mixed research approach, using both quantitative and qualitative data collection methods. Overall, the study found that the competency-based TVET curriculum in SUNAS was successfully implemented. However, the study revealed a significant challenge faced by stakeholders in implementing competency-based TVET curriculum which is the development of standardized Competency-Based Learning Materials (CBLMs) by trainers, a critical component to the program delivery of competency-based instruction. Based on the findings, the study recommends enhancing trainers' competence in developing CBLMs to guide students in acquiring the required competencies. To address this challenge, the study provides a policy framework with indicative recommendations for program enhancement. These recommendations are intended to support SUNAS and other TVET institutions in the Philippines in improving the implementation of competency-based TVET curriculum and in producing globally competitive skilled workers.
