Abstract

Poverty and social vulnerability are serious challenges faced by many countries, especially developing countries. Effective and targeted social protection policies can effectively reduce social inequality and build social resilience. This study aims to explore and analyze the need for reform of social protection policies that aim at strengthening the capacity of the population to overcome poverty and social vulnerability. This research will use a qualitative approach by conducting a literature review and case studies to gain an in-depth understanding of social protection policy reform. The research results show that Indonesia's existing forms of protection policies are provided through social assistance, social security and other government programs. The problems faced by the government in social protection policies in Indonesia include low accuracy, different targets for each program, updating of sectoral data that needs to be integrated, data ownership and access to poor/vulnerable poor population documents, which are still limited and poor distribution. Slow and imprecise. From these problems, the government carried out in-depth reforms in the social protection system, which included transforming data into social registration, digitizing the distribution of social assistance, increasing synergy and coordination between related parties, developing adaptive social protection schemes, establishing a call centre or 24-hour social assistance complaint service, and increasing coverage and simplification of program implementation for the elderly and disabled.
