Financial Autonomy at Vietnam's Regional Universities

Abstract

Financial autonomy is considered one of the four contents of university autonomy, including academic autonomy, organizational autonomy, personnel autonomy, and financial autonomy. In particular, financial autonomy plays a vital role in improving the quality of training, research, science, and technology transferred onset of cooperation and development of higher education institutions. Therefore, to integrate education and training, it is necessary to have resources and unified provisions of law to meet development requirements, including financial resources for developing higher education learning. The article studies the legal provisions on financial autonomy, assesses financial autonomy's current situation, and proposes some solutions to realize financial autonomy in regional universities in Vietnam.
